Step 1 — State Level Authentication Your documents first need to be verified by the state that issued them. If your degree is from a university in UP, Haryana, or Rajasthan, the HRD (Human Resource Development department) of that state must authenticate it first.

Step 1 — Mantralaya (Maharashtra State Secretariat) For documents issued in Maharashtra, the first step is getting them verified at the Mantralaya in Mumbai. This is the state government authentication step.

Step 2 — MEA Authentication After Mantralaya, the documents go through MEA verification. This can be processed regionally or routed to Patiala House in Delhi.

Step 3 — UAE Consulate, Mumbai Once MEA is done, the UAE Consulate in Mumbai completes the attestation. This is the same authority as the UAE Embassy in Delhi, just a different location.

Step 2 — MEA Authentication Chennai has an MEA sub-centre that handles South Indian document verification. This means most documents do not need to travel to Delhi for the MEA step.
