Certificate attestation is a process where your Indian documents are verified and stamped by authorized government bodies. This confirms that your documents are genuine and can be legally used in the UAE.
The standard process in India follows this order:
State Government Authentication → MEA (Ministry of External Affairs) → UAE Embassy or Consulate
After you reach the UAE, there is one more step — MOFA (Ministry of Foreign Affairs UAE) attestation — which is done there.
Certificate Attestation in Delhi for UAE
Delhi is where the UAE Embassy in India is located. So if your documents are being processed through Delhi, the final India-side step happens at the UAE Embassy, Chanakyapuri, New Delhi.
How the Process Works in Delhi
Step 1 — State Level Authentication Your documents first need to be verified by the state that issued them. If your degree is from a university in UP, Haryana, or Rajasthan, the HRD (Human Resource Development department) of that state must authenticate it first.
If your documents are issued in Delhi itself, you can get them verified by the Sub-Divisional Magistrate (SDM) in Delhi — which saves time.
Step 2 — MEA Attestation After state authentication, documents go to the MEA’s CPV Division at Patiala House, New Delhi. This is where the central government stamp is applied.
Step 3 — UAE Embassy, New Delhi The final step on Indian soil. Once the UAE Embassy stamps your documents, they are ready to use in the UAE after MOFA attestation there.
How Long Does It Take in Delhi?
Usually between 5 to 10 working days, depending on the document type and state-level processing speed.
One Thing to Watch Out For
Do not send documents directly to the MEA without completing state-level authentication first. The MEA will not process them, and you will have to restart.
Certificate Attestation in Mumbai for UAE
Mumbai has a UAE Consulate — which means people in Maharashtra and nearby states do not have to go to Delhi for the Embassy step. The UAE Consulate in Nariman Point, Mumbai handles attestation for the western region.
How the Process Works in Mumbai
Step 1 — Mantralaya (Maharashtra State Secretariat) For documents issued in Maharashtra, the first step is getting them verified at the Mantralaya in Mumbai. This is the state government authentication step.
Step 2 — MEA Authentication After Mantralaya, the documents go through MEA verification. This can be processed regionally or routed to Patiala House in Delhi.
Step 3 — UAE Consulate, Mumbai Once MEA is done, the UAE Consulate in Mumbai completes the attestation. This is the same authority as the UAE Embassy in Delhi, just a different location.
How Long Does It Take in Mumbai?
Typically 5 to 10 working days.
One Thing to Watch Out For
If you are attesting commercial documents such as company registration papers or business agreements, you need Chamber of Commerce authentication before MEA. Many people miss this step and face delays.

Chennai handles attestation for a large part of South India — including Tamil Nadu, Kerala, Andhra Pradesh, and Telangana. Because of this, the volume of documents processed here is very high, especially between August and December when many people migrate to Gulf countries.
How the Process Works in Chennai
Step 1 — State HRD or Home Department The starting point depends on where your document was issued:
- Tamil Nadu documents → Tamil Nadu HRD or Home Department, Chennai
- Kerala documents → Kerala HRD, Thiruvananthapuram
- Andhra Pradesh / Telangana → Respective state HRD
Step 2 — MEA Authentication Chennai has an MEA sub-centre that handles South Indian document verification. This means most documents do not need to travel to Delhi for the MEA step.
Step 3 — UAE Embassy Processing Chennai does not have a UAE Consulate. Attestation for UAE from Chennai is handled through authorized service providers who submit documents to the UAE Embassy in Delhi on your behalf.
How Long Does It Take in Chennai?
Usually 8 to 13 working days, slightly longer because of the high volume and the additional courier step to the UAE Embassy.
One Thing to Watch Out For
If your document is from one state but you live in another, go to the HRD of the state that issued the document — not the state where you currently live. This is a very common confusion.
